Job PostingsCareer OpportunityJob OpportunitiesJOB Description: SELF-RELIANCE SPECIALIST / CLASS NO. 07000 CLASS PURPOSE To provide services, determine benefits, and maintain or review ongoing case actions for program participants that will maximize personal independence and facilitate economic self reliance; negotiate, develop, and evaluate or review contracts and agreements, and facilitate, encourage and monitor progress toward self reliance; analyze client service needs, and refer clients for services, jobs and/or training; perform related work. NATURE AND SCOPE These positions are responsible for the delivery of benefits and services for all programs within Self-Reliance. Incumbents have proficiency in automated systems and a heavy emphasis in customer service. They insure information flow and initiate and coordinate actions among participants, associated individuals, providers, external agencies and the legal system to maintain assigned caseload responsibilities. Incumbents must understand policies and procedures to give simple and clear explanations of legal and regulatory interpretations and consequences based on situational inquiries by participants. This work requires the ability to manage large caseloads under strict timelines, meet quality standards, and document cases. There are two main workload assignments: Interpersonal and Policy/Technical. Interpersonal. These positions involve personal interaction with participants and related agencies/individuals when intimate family and individual circumstances are being addressed, as well as interpersonal situations requiring negotiation, problem resolution, outcome-based contract development, coaching, confrontation, and personal needs assessment. The incumbent coordinates with both the individual and Department contractors to coordinate participant services, and mediate conflicts among the Department, participants, parents, employers, courts, and other governmental agencies. The incumbent evaluates participant needs and makes referrals for community/agency resources; evaluates work skills; explores employment opportunities; negotiates with participants setting realistic goals and strategies to achieve self reliance; refers clients for resources such as psycho-social counseling, mental health, substance abuse evaluations, and child protection; and investigates alleged program abuse. They assist participants in self assessment, resource identification and goal setting. Policy/Technical. These positions apply knowledge of policies in gathering, verifying, interpreting, and acting on personal information gathered from various sources to support initial and on-going qualification criteria for the benefits and services of the program. The incumbent develops, adapts and maintains management systems to support workload activities and meet federally mandated outcome/reporting requirements; performs complicated analytical problem resolution and insures data quality in automated system processing; researches policy and procedure manuals to ensure accurate information is maintained in automated and paper records; evaluates compliance requirements; invokes penalties for non-compliance; arranges community referrals, and tests and interviews with providers and authorities; contacts professional representatives of legal, judicial, and governmental entities to obtain and provide information for initial benefit/service eligibility, modifications, and other legal aspects of assigned cases; and recommends legal proceedings and prepares documents for court and administrative actions. Some positions plan and conduct case evaluations in accordance with prescribed state and federal regulations and policies; interview participants and/or staff to gather data, contact third party sources to verify data, compile and use data to measure appropriateness of case management actions. MINIMUM QUALIFICATIONS Experience: Conducting and documenting sensitive fact-finding interviews; negotiating terms and conditions of written agreements, goal-oriented plans, collections, repayments, contracts, or compliance actions; dealing with individuals who are in stressful situations from varying cultural/socioeconomic backgrounds and de-escalating emotionally charged situations; applying written policies and criteria and determining qualifications for services or benefits; managing a workload with conflicting priorities; entering and retrieving data using a computerized records system. SPECIALTY AREAS Some positions require: Fluency in one or more of the following: speaking, writing, and/or reading both English and Spanish. Job duties include setting up files, recording data, scanning legal documents, scheduling appointments, preparing outgoing mail, greeting clients and interacting with the other 10 staff members.
